Also attending the Conference were comrades Dang Xuan Phong, Party Secretary of Lao Cai Province; Giang Pao My, Party Secretary of Lai Chau Province; Tran Quoc Cuong, Party Secretary of Dien Bien Province; Hoang Minh Son, Consul General of Vietnam in Kunming. The delegation from Dien Bien Province included members of the Provincial Standing Committee: Pham Duc Toan, Standing Vice Chairman of the Provincial People's Committee; Pham Khac Quan, Head of the Provincial Organization Committee; Chu Xuan Truong, Head of the Provincial Internal Affairs Committee, along with representatives of some departments, agencies, and localities of the province.

Speaking at the conference, on behalf of the delegation from the Vietnamese provinces, Mr. Nguyen Manh Dung, Acting Party Secretary of Ha Giang Province, emphasized: The two countries, Vietnam and China, have a long-standing tradition of friendly relations, which have always been nurtured and achieved great and extensive accomplishments in all fields.

Regarding the results of cooperation in the past time between Ha Giang, Lao Cai, Lai Chau, Dien Bien Provinces - Vietnam and Yunnan Province - China, important results have been achieved in all fields: exchange, cooperation, and direct delegation exchanges between sectors, levels, and organizations of both sides have been comprehensively promoted; cooperation in border management, transportation connectivity; cooperation in the development of border gates and crossings; cooperation in labor management across the border; cultural, sports, and tourism cooperation; agricultural cooperation. Particularly, in economic and trade cooperation, both sides have focused on directing functional agencies to promote trade, facilitate customs clearance, and resolve difficulties in import-export activities, especially for Vietnam's agricultural products; good coordination in inspection, control, and regulation of traffic flow to ensure smooth and uninterrupted import-export activities; continued cooperation in organizing trade and tourism fairs in the border areas. Vietnamese provinces actively participated in the 7th China-South Asia Expo and the 27th Kunming Import and Export Trade Fair; the Mekong Regional Economic Corridor Governor's Forum in 2023 (GMS) held in Kunming City...

To promote the achieved results in the past time, and at the same time, to leverage the potential and advantages of the localities, promote exchange and cooperation between the four border provinces of Vietnam and Yunnan Province, China, the Party Secretaries focused on discussing and proposing content for future exchanges and cooperation, achieving high consensus.

The Party Secretaries also affirmed that the Annual Conference between the Party Secretaries of Ha Giang, Lao Cai, Lai Chau, Dien Bien Provinces - Vietnam and the Party Secretary of Yunnan Province - China has positively contributed to promoting relations between the two Parties, two countries, and the peoples of Vietnam and China. They also expressed confidence that, with the support of the Central Party, Government, Central External Relations Committee, Ministry of Foreign Affairs, and other central ministries and sectors of both countries, along with the high effort and determination of the five provinces, the cooperation and exchange between the two sides will continue to be effectively implemented, positively contributing to socio-economic development, bringing practical benefits to the peoples of both sides, and deepening the comprehensive strategic cooperative partnership between Vietnam and China.

Speaking at the Conference, Mr. Tran Quoc Cuong - Member of the Central Committee of the Communist Party of Vietnam, Party Secretary of Dien Bien Province emphasized: The mechanism of meetings between the Party Secretaries has continued to promote and enhance the effectiveness of friendly and cooperative relations between the four northern provinces of Vietnam and Yunnan Province, China, contributing to the implementation of important common understandings reached between the leaders of the two Parties, two States of Vietnam and China. Particularly, the "Vietnam-China Joint Statement on Continuing to Deepen and Elevate the Comprehensive Strategic Cooperative Partnership, Building a Vietnam-China Community of Shared Future with Strategic Significance."

To continue expanding and enhancing the effectiveness of friendly and cooperative relations, Comrade Party Secretary of Dien Bien Province hoped that in the future, Yunnan Province, China, would coordinate to complete legal procedures, report to the competent authorities for approval to upgrade the A Pa Chai - Long Phu crossing to a bilateral border gate; invest in infrastructure construction at the Long Phu Border Gate area, meeting the criteria for a bilateral border gate. Promote the construction of projects to renovate and expand the three-country border marker square of Vietnam - Laos - China. Yunnan Province's universities should provide scholarship programs for master's and undergraduate degrees to officials, students in fields such as: education; health; agriculture; finance; organize short-term Chinese language training courses for officials of Dien Bien Province; coordinate with Dien Bien Province to develop international tourism routes between Dien Bien - Yunnan - Northern Laos and Northern Thailand...

At the Conference, both sides agreed to sign the "Minutes of the 4th Annual Conference between the Party Secretaries of Ha Giang, Lao Cai, Lai Chau, Dien Bien Provinces - Vietnam and the Party Secretary of Yunnan Province - China"; witnessed the signing of cooperation documents in various fields between governments, agencies, units, and localities of both sides, and agreed that the 5th Annual Conference will be held in 2025 in Lai Chau Province - Vietnam.
