Phieng Loi village is located about 7km from the city center in the direction of Highway 279 to Hanoi. Phieng Loi village in Thanh Minh commune, Dien Bien Phu city has become a familiar tourist destination. It was officially established in 1969.

According to local people, "Phieng" means by location and "Loi" is the way of saying the word "old", and the name Phieng Loi does not know since when it contains the desire for life long-term stability of the people here.

Phieng Loi village has a natural area of ​​nearly 114ha, cultivated area is about 58ha. The village currently has 65 households with 287 people and 100% of the population is Black Thai ethnic people with traditional stilt houses faced to the Nam Rom river and surrounded by forest and imposing mountains.

They live mainly on agricultural farming (growing rice, crops, raising, secondary jobs ...) and handicrafts for public communication. Phieng Loi village was recognized as a cultural village in 2004.

Phieng Loi village has abundant tourism resources for tourism development. Being prioritized by nature with a very beautiful shape with surrounding mountains and the Nam Rom river flowing through which has created a peaceful and romantic natural landscape here. Phieng Loi has a convenient location for transportation and travel next to Highway 279. It is adjacent to many historical relics such as artillery track relics, H6 artillery battlefield, anti-aircraft artillery battlefield and 105 mm artillery battlefield.
