Dien Bien is a mountainous border district. It is located in the West-South of Dien Bien province, the North borders Muong Cha district, the South borders Sop Cop district, Son La province, the East borders the Dien Bien Phu City and Dien Bien Dong district, the West borders with Laos.

The district has the area of 139,578.84 ha, 21 administrative units, including 12 communes of type 1, 9 communes of type 2 and 275 villages and hamlets; population of over 100,000 people, including 7 ethnic groups living together.

The district has a 171,202 km border with Laos (61 landmarks); having Tay Trang international border gate, Huoi Puoc national border gate and a number of unofficial lines to Laos; 6 border posts and many armed force units of the Ministry and Military Region are stationed in the area. The district has been identified as having an important position in terms of socio-economic status, especially National Defense - Security in the posture of Dien Bien's defense area.

With the advantages of natural and social conditions, Dien Bien district has formed a number of concentrated production areas such as: High quality rice, safe vegetables, fruit trees ... widely consumed in many localities inside and outside the province. The district also has many farms raising cattle and poultry with a scale of thousands of heads. Besides cultivation and husbandry products, the district has typical products such as brocade weaving, bamboo and rattan products which are highly appreciated by consumers for their quality. These are all products on the list of OCOP product formulation by Dien Bien District People's Committee. In 2019, Dien Bien district prioritizes products that have strengths, which have a production chain of high-quality rice at establishments: Thanh Yen General Service Cooperative, Agricultural Technology Cooperative Ban Me and Safe Green Food Company Limited. Each unit will register 2 - 3 rice products for approval and recognition of OCOP standards.

In the socio-economic development orientation of the locality, Dien Bien district is expected to promote the implementation of the Project on agricultural restructuring, to exploit and promote strongly resources for agricultural development high-tech direction. To increase the attraction of capable enterprises in high-tech agriculture, make large-scale investment in exploiting land potentials for fruit trees, industrial crops, medicinal plants on sloping land, associated with implementing forest development planning; promote production efficiency after land consolidation and exchange; forming and expanding models of joint venture and association in production, processing and sale of products in Muong Thanh fields; completing the branding of Dien Bien rice and a number of strong agricultural products, creating a breakthrough in agricultural production and building a new countryside.

Especially Muong Thanh field with an area of over 4,000 hectares, is the largest field in the Northwest, stretching more than 20 km, running along the Nam Rom river. Muong Thanh field is where over 80% of the area is invested and produced by modern agricultural machinery, the average annual food in the region is nearly 500kg per person. Rice production in Muong Thanh field accounts for over 80% of the rice yield of Dien Bien district and over 53% of rice production in Dien Bien province.

In addition, the district determines sustainable tourism development on the basis of preserving and promoting the ethnic cultural values; preserving landscape, protecting the environment; attract resources to invest in upgrading tourist attractions such as Pa Thom cave, Chua ta cave, Uva hot spring, Hua Pe hot spring and community tourism destinations such as Men village, Ten village...

Thanks to the potentials and strengths of the locality, Dien Bien district is trying to focus on socio-economic development; to step up the construction of a New Rural Area; harmoniously combine short-term and long-term goals for sustainable development; to focus on developing branches and products to serve economic restructuring; industrial and service development; promote economic growth; accelerate trade, service and tourism; become key economic sectors; to develop competitive and environmentally friendly industrial fields.

 On this basis, Dien Bien district is expected to become a key economic region of Dien Bien province.
