Economic growth

The growth rate of gross regional domestic product (GRDP) in 2023 at constant 2010 prices increased by 7.1% compared to that in 2022, of which the agriculture, forestry and fishery sector expanded by 3.02%, contributing 0.52 percentage points to the overall growth; the industry and construction sector spread by 12.97%, contributing 2.93 percentage points to overall growth; The service sector increased by 5.96%, contributing 3.33 percentage points; the product tax less subsidies on production increased by 7.08%, contributing 0.32 percentage points. The economic growth rate of the province in the year was ranked average compared to other provinces having the same conditions in the region.

GRDP in 2023 at current prices reached 27,733.76 billion VND; GRDP per capita reached 42.92 million VND, equivalent to 1,792.5 USD (an increase of 108.4 USD compared to 2022). Regarding economic structure in 2023: the agriculture, forestry and fishery sector accounted for 15.63%, down 1.04%; the industry and construction sector accounted for 22.29%, an increase of 0.94%; the service sector accounted for 57.63%, down 0.1%; the product tax less subsidies on production accounted for 4.45%, remaining stable compared to 2022.

State budget revenue, expenditure and insurance

Total local State budget revenue in 2023 reached 26,631.76 billion VND, an increase of 21.35% compared to 2022, of which: Total State budget revenue in the area reached 1,578.9 billion VND, an increase of 0.46% compared to the implementation in 2022 (domestic revenue reached 1,505.38 billion VND, an increase of 0.9%).

Total local State budget expenditure in 2023 was estimated to reach 38,242.39 billion VND, an increase of 23.26% compared to the implementation in 2022. Of which: Budget balancing expenditure reached 17,053.83 billion VND, an increase of 28.09% compared to the implementation last year, of which: Regular expenditure reached 10,336.53 billion VND, an increase of 11.95% compared to the implementation in 2022. Additional expenditure for lower-level budgets reached 20,994.81 billion VND, an increase of 20,1% compared to the implementation in 2022.

Total insurance revenue in 2023 reached 1,437.91 billion VND, an increase of 12.36% compared to 2022, of which: Social Insurance revenue reached 731.78 billion VND, accounting for 50.89%; Health insurance revenue reached 663.61 billion VND, accounting for 46.15%; Unemployment insurance revenue reached 42.51 billion VND, accounting for 2.96%.

Total insurance expenditure in 2023 reached 1,577.43 billion VND, an increase of 11.64% compared to 2022, of which: Social Insurance expenditure reached 1,044.66 billion VND, accounting for 66.23%; Health Insurance expenditure reached 513.34 billion VND, accounting for 32.54%; Unemployment insurance expenditure 19.43 billion VND, accounting for 1.23%.

Investment

The total realized development investment capital in the area in 2023 reached 18,107.73 billion VND, an increase of 19.89% compared to 2022, of which: the State sector’s investment gained 9,954.60 billion VND (accounting for 49.45%), an increase of 21.16% compared to 2022; the Non-state sector’s investment achieved 9,153.13 billion VND (accounting for 50.55%), an increase of 18.67%; the foreign direct investment sector without investment capital during the year.

Price index

In 2023, Dien Bien province continued to implement the goal of stabilizing the macro-economy, curbing inflation, strengthening inspection and control of the market, promptly detecting and strictly handling acts of selling and transporting smuggled goods, counterfeit goods, poor quality goods, commercial frauds and violations of the price law, promoting production and business development of households and businesses in the province effectively in management, administration and stabilization of market prices. During the year, a number of policies affected price increases such as: Increase in basic salary, increase in electricity prices, increase in tuition fees, increase in medical examination and treatment services. In addition, a number of factors influenced the reduction of the general consumer price index such as: Vietnam Petroleum Group had many times adjusted to reduce gasoline prices (down 14 times), oil prices (down 18 times) compared to the previous year; the prices of domestic iron and steel dropped sharply... which affected the consumer price index during the year. Some groups of items had a high increase in the average annual index compared to the previous year, such as: Food and foodstuff increased by 1.13%; beverages and cigarette increased by 0.70%; garment, hat, and footwear increased by 1.31%; household equipment and goods increased by 0.44%; medicine and health care services increased by 0.33%; education increased by 49.66%; culture, entertainment and tourism increased by 3.47%; some groups of items with a decrease in the consumer price index were housing, electricity, water, fuel and construction materials decreased by 4.63%; transport decreased by 4.44%; Post and telecommunications decreased by 0.20%; Other goods and services decreased by 5.08%. The above basic factors made the average consumer price index (CPI) in 2023 increased by 0.91% compared to the average in 2022.

The average gold price index in 2023 increased by 2.13% compared to the average in 2022.

The average US dollar price index in 2023 increased by 1.89% compared to the average in 2022.

Operation of enterprises

It was estimated that in 2023, the whole province recorded 135 newly established enterprises, an increase of 33.66% over the same period with total registered capital was estimated at over 1,200 billion VND (in 2022 it was 1,574.45 billion VND). The number of newly registered enterprises actually going into production and business operations in 2023 was 75 enterprises, accounting for about 55% of newly established enterprises. In addition, there were 78 enterprises registered to temporarily suspend operations, 17 enterprises completed the procedures for dissolution or bankruptcy.

The number of operating enterprises as of December 31, 2022 was 946 enterprises, down 1.77% over the same period five years ago, of which: State- owned enterprises were equal to the same period last year; Non-state enterprises decreased by 1.78%. The total number of employees working in the enterprise sector as of December 31, 2022 was 26,656 people, a year-on-year decrease of 10.23% (employees in the State enterprise sector were 1,682 people, down 4,54%; employees in the non-state enterprise sector were 24,974 people, down 10.59%).

Production results of some sectors in 2023

 - Agriculture, forestry and fisheries

The production of cereals in the province reached 285,519.2 tons, an increase of 0.91% compared to 2022; paddy production reached 211,488.1 tons, an increase of 2.34% (winter-spring paddy reached 60,984.2 tons, an increase of 3.46%; summer paddy reached 150,503.9 tons, an increase of 1.89%; of which: lowland paddy reached 113,789.5 tons, an increase of 2.33%). Maize production reached 74,031.1 tons, down 2.94% compared to 2022.

The area of new concentrated planted forests reached 1,603.65 hectares, an increase of 237.16% compared to implementation in 2022, of which, production forests reached 1,465.68 hectares; protection forest 137.97 hectares.

Wood production reached 12,251 m3, an increase of 0.49% compared to 2022; Firewood production reached 785,541.52 steres, an increase of 0.48%; production of bamboo trees reached 1,388.64 thousand trees, an increase of 0.04%; production of dendrocalamus barbatus trees reached 684.08 thousand trees, an increase of 0.54%; production of cork trees reached 1,367.36 thousand trees, down 4.57%.

Fishery production in 2023 reached 4,781.03 tons, an increase of 4.6% compared to 2022, of which: aquaculture production gained 4,497.44 tons, an increase of 4.83% compared to 2022; production of fishery catching got 283.59 tons, up 1.1% over the same period last year.

- Industry

The index of industrial production in 2023 decreased by 1.77% compared to 2022, of which: mining and quarrying went down 4.62%; manufacturing increased by 12.73%; production and distribution of electricity, gas decreased by 18.45%; water supply, sewerage, waste management and remediation activities increased by 1.85%.

Trade, services, transportation

In 2023, total retail sales of goods and service revenue reached 21,202.45 billion VND, an increase of 24.68% over the previous year.

Number of passengers carried reached 2,689.38 thousand passengers, an increase of 49.22% compared to the previous year; number of passengers traffic reached 425.69 million passengers.km, an increase of 49.74%. Volume of freight carried reached 7,682.61 thousand tons, an increase of 38.56% compared to 2022; volume of freight traffic reached 350.99 million tons.km, an increase of 37.46%./.
