Muong Lay town is located in the north of Dien Bien province, the north borders by Lai Chau province, the rests border by Muong Cha district. It is the confluence of Nam Na river, Nam Lay stream and Da river. Muong Lay town is distributed along the banks of the Nam Lay stream, now a part of the Son La hydropower lake. The total natural area of the town is 11,266.56 ha, accounting for 1.18% of the natural area of the whole province. The town has 3 administrative units, including Lay Nua commune, Na Lay ward, Song Da ward and the population of more than 12,000 people.

With a cool, fresh climate characteristic of the Northwestern mountains and forests, Muong Lay Town is the intersection of heaven, earth and mountain river. It is located at the confluence of rivers: Song Da, Nam Lay, Nam Na, Muong Lay Town has a favorable location for the development of waterways. Since the completion of Son La Hydropower project, lake-bed water in Muong Lay town area has risen high; creating a natural landscape of "charming water painting"; The  lake has 100-hectarehas which created for the town an extremely attractive ecotourism landscape. It can be seen as a "high Ha Long Bay" in the Northwest.  

Muong Lay town determines that tourism development on the hydroelectric lake bed will become a spearhead economic development of local. Tourism potentials on the lake bed such as: visiting hydroelectricity; visiting models of farming, fishing ...

Not far from Muong Lay town is the vestige of Deo Van Long Villa, the temple of Le Loi  King . Along the two banks of the Nam Lay River are the villages of the Thai ethnic group which imbued with the national cultural identity. 

The swallowtail boat racing festival on the Da River of Thai ethnic minorities in Muong Lay town has been restored and held annually since 2015, attracting a large number of tourists and people in the region, creating a cultural life spirit to the people. The above factors are the potential and advantages for Muong Lay Town to exploit the development of tourism and economy. This unique feature, along with the life of rivers and water, also preserves many traditional cultural features of the people. Geography is an advantage for Muong Lay to exploit and develop economy in general and tourism in particular.

In addition to the advantages of tourism from the hydroelectric lake bed, this place still retains the traditional values of the white Thai community. Especially the "Xoe" Thai art and the Kim Pang Then Festival.

Over the past years, the Party Committee and people of Muong Lay Town have strongly promoted the local potentials and strengths such as exploiting the resources from the Son La Hydropower Lake project, using the lake bed to develop planting fisheries and tourism development.
